Citric Acid and Certain Citrate Salts from Canada and China Injure US Industry, Says USITC

May 08 - The United States International Trade Commission (USITC or Commission) today determined that a U.S. industry is materially injured or threatened with material injury by reason of imports of citric acid and certain citrate salts from China that the U.S. Department of Commerce has determined are subsidized and by reason of imports from Canada and China that the U.S. Department of Commerce has determined are sold in the United States at less than fair value.

Commissioners Charlotte R. Lane, Irving A. Williamson, and Dean A. Pinkert voted in the affirmative. Chairman Shara L. Aranoff, Vice Chairman Daniel R. Pearson, and Commissioner Deanna Tanner Okun voted in the negative.

As a result of the Commission's affirmative determinations, the Department of Commerce will issue an antidumping duty order on imports of these products from Canada and countervailing duty and antidumping duty orders on imports of these products from China.

The Commission's public report Citric Acid and Certain Citrate Salts from Canada and China (Investigation Nos. 701-TA-456 and 731-TA-1151-1152 (Final), USITC Publication 4076, May 2009) will contain the views of the Commission and information developed during the investigations.

Product Description: Citric acid, sodium citrate, and potassium citrate are all normally sold as odorless, translucent crystals available in three granulations: granular, fine granular, and powder. Citric acid is also available in solution. Crude calcium citrate ("CCC") is an intermediate form in the production of citric acid via the lime/sulfuric acid process. CCC can be shipped to another facility for further processing into refined citric acid. Citric acid, sodium citrate, and potassium citrate are chemical products used in the production and formulation of a wide variety of foods, beverages, pharmaceuticals, and cosmetics as well as commercial and household products including detergents, metal cleaners, textile finishing treatments, and other industrial applications.
